Richard Béland was found in the back seat of his vehicle with a bag over his head on June 19, 1999 on rue Tillemont, near rue Papineau in the Villeray district of Montreal.
The autopsy revealed that he died of a cerebral bleeding following blow to the head with a blunt object. The investigation is still stalling.
